Exactly, also note that after the very strange song HIM said, "Trust, it's all about trust..." Not only was he talking about the song but he was probably talking about the program, I need to watch Tiara Trouble again to see if he said anything
Yeah that was ominous-ALSO-maybe Dick and HIM USED to work together on this project, but Dick TRAPPED him in the computer world!
That would explain why he knows about this and why he's not revealing himself, he's trolling Dick I mean it wouldn't be weird for HIM to do.
I'm thinking HIM ressurected Dick from Heck(censors) under the premise that he could make perfect clones of the girls. He agreed, but also stated that he needed to train them as their synthetic matrices would take a while to adjust, as well as create a world similar to what vague memories they would have. There-in lies the virtual reality comes into play, the Dopplepuff girls are placed in the reality in order to train, along with simulations of other Townsvillians. We can also assume that the girls aren't the only real ones in it, Silico most likely being a rogue hacker trying to destroy the REAL Powerpuff girls but was found out by most likely HIM and was trapped inside the virtual reality, with his memories mos likely distorted. Man-Boy, the Fashionistas, and Packrat were most likely D-list villains in the real world who were brain-washed and brought into the reality, as the simulacrums of the girls more FAMOUS rogues were too tricky to program. Lastly, at one point Dick somehow tricked HIM...himself into the reality, creating a world where he could control all. As for why, well its obvious, MONEVENGE! He wants to create a NEW brand of Powerpuff girls capable of taking on the real powerpuff girls, destroy them, then profit off it...somehow. he's a fallen soul, his logic may not be completely sound.
And then there's Allegro...dear lord there's Allegro. Its logical to assume that a virtual reality THIS intricate, would need round the clock maintenance to stop instability, and Allegro was one of those unstable progams, most likely gaining a...bizarre type of sentience. He most likely knew of the girl's fate, and in his warped perception thought putting them in a state of pure bliss would be much kinder.
There's an upcoming ep where he makes a deal with Buttercup for a guitar, looks METAL!
Wait that's really HIM? Ok that should've been obvious with how he was talking, HIM's disguises are getting better, better then the time he turned into a butterfly but granted he was probably using perception filters on the disguise
I liked the episode, but I couldn't stop comparing it to "Lying Around the House" because of how similar these episodes are.
